Quality Measurement and Reporting in New Hampshire

The New Hampshire Department of Health and Human Services is authorized to pursue several means to improve the quality of health care.1 It must establish a quality assurance program to monitor and evaluate the services provided to individuals served by the Department.2 The department must also establish committees to analyze and improve patient outcomes on specific areas such as incapacitated adult deaths and emergency medical services.3 The department may pursue alternative means to provide health care services such as accountable care organizations when implementing public health programs such as Medicaid and CHIP.4

The New Hampshire Health Care Quality Assurance Commission is established within the Department of Health and Human Services to review and analyze quality of care issues including medical errors, unexpected adverse outcomes, and other issues relevant to improving the quality of healthcare.5 The Commission must report its findings to the state government.6

Health care providers and facilities must comply with statutory and regulatory requirements regarding quality assurance programs and performance measures.7 The department may also regularly inspect health care facilities to ensure compliance with state and federal law.8

Health insurers are also subject to quality assessments by New Hampshire’s Insurance Department. The department may conduct an investigation if it receives a complaint regarding a violation.9 Additionally, health insurers’ adverse determinations of claims may be reviewed whenever individuals invoke their right to an external review.10
