“Regulation of state services; site visits under the public health law”
The commissioner of health and human services may adopt rules regarding services provided by the state mental health services system, including: rights of persons applying for or receiving services, quality standards for services and treatment provided and quality assurance procedures, fiscal controls and procedures, and data collection and reporting on services provided. The department may conduct site visits to ensure compliance of its rules.
The commissioner of health and human services must establish a managed care model to administer the Medicaid program. Models for managed care may include accountable care organizations and medical homes.
