Imposes a duty on health care providers, health care facilities, or other persons that assist in the delivery of an infant to report observed inflammation of one or both of the infant’s eyes to the local health officer of the district in which the birth parent resides. Requires midwives to report observed eye inflammation to a licensed health care practitioner. Requires providers to notify the infant’s parent(s) of the dangers of eye inflammation. Makes localities liable for the cost of treatment for indigent infants.
