Requires Medicaid providers, when performing an abortion of a pregnancy that occurred because of rape or incest, to submit to the Department of Health and Welfare a copy of a court determination of rape or incest. Permits providers to submit documentation that the rape or incest was reported to law enforcement if there has been no court determination. Permits providers to submit a certification that they believe rape or incest occurred if the rape or incest has not been reported to law enforcement. Requires providers that perform an abortion as a means to save the pregnant person’s life to certify to the Department that the pregnant person might die if they carried the pregnancy to term. Requires this certification to include the person’s name and address.
