Requires pharmacies and prescribers to report controlled substances data to the prescription drug monitoring program (PDMP). Prohibits prescribers, pharmacists, and their delegates from using PDMP information outside the scope of their professional practice. Allows persons that lack online access to the PDMP to obtain PDMP information by submitting a request to the State Board of Pharmacy that includes proof of their identity and sufficient information to establish their credentials to access the system.
