Requires behavioral health programs to allow the Department of Health and Welfare to conduct on-site reviews as a means of determining the program’s compliance with applicable laws and regulations. Permits the Department to conduct on-site inspections without notice if the Department has received complaints or has concerns about the program’s compliance. Specifies the items that programs must make available when the Department is assessing the program’s compliance with state and federal confidentiality requirements (e.g., clinical records, program policies and procedures, the program’s quality assurance plan, etc.).
