Establishes standards for drug outlets that dispense prescription drugs to patients. Requires these outlets to have sufficient privacy and security mechanisms in place to protect drugs, devices, and records from unauthorized access or use. Requires outlets to maintain health information in compliance with HIPAA. Requires outlets to use an electronic recordkeeping system if they dispense more than 20 prescriptions per day. Requires such systems to include auditing functions.
