Requires hospitals to maintain medical records for all patients seen on an emergency, inpatient, outpatient, or home care basis. Limits medical records access to authorized persons and prohibits release of medical information without patient consent unless release is pursuant to a court order or to another entity authorized by law. Establishes standards for the filing, centralizing, completion, and indexing of records. Specifies the information that must be documented in each medical record (e.g., date of admission, medical history, progress notes, etc.). Identifies the administrative records that hospitals must maintain (e.g., death register, daily census register, narcotic and barbiturate record, etc.). Grants the state licensing agency authority to access medical records during surveys or complaint investigations.
