Prohibits coverage for therapy services that are not medically necessary and imposes penalties on providers that receive medicaid reimbursement for these services in accordance with IDAPA 16.05.07 (regarding Medicaid fraud and abuse). Requires providers to maintain documentation of therapy services and allow the Department of Health and Welfare access to such documents as necessary to review compliance with the Medicaid rules.
