Equity and Disparities in Vermont
A health care provider must not discriminate against a patient based on age, sex, race, sexual orientation, nationality, disability, HIV status, source of payment, or geography.1 Health care providers must also provide reasonable accommodations to patients with communications impairments or who are limited English proficient.2
Vermont prohibits health insurers from using a variety of factors such as an individual’s demographics, geographic location, health status, or claim history to determine premiums.3 Health insurers must provide dependent coverage to same-sex civil unions that is equivalent to that provided to married individuals.4 Health insurers are required to cover mental health and substance abuse treatment.5
The director of health care reform must oversee the implementation of the health care workforce development strategic plan, which must focus on issues such as geographic access to services and access to services given demographic factors of the population.6 Health plans in Vermont’s health insurance exchange must have sufficient network to enable access for medically underserved populations.7
