Health Information Technology in Missouri
The state of Missouri has taken a number of steps to make progress towards the adoption of health information technology. Primarily, the state has adopted legislation implementing the provisions of HITECH, which provides for incentive payments to qualifying health care providers who meaningfully use electronic health records.1 The state’s Medicaid program, called MO Health Net, has initiated the use of health information technology through the creation of the Health Care Technology Fund. The purpose of this program is to improve patient care, decrease administrative burdens, increase access to timely services, and increase patient and health care provider satisfaction.2 Furthermore, the state mandates that all claims submitted under MO Health Net be submitted electronically.3 The state’s Medicaid program also covers medically necessary telehealth services as a component of its medical assistance program.4 Missouri law has advanced the use of technology by requiring that collected Medicaid data under the federal Medicaid Statistical Information System be made available on the Health Net website.5 In addition, MO Health Net has been authorized to use health information exchange services to improve care for the state’s Medicaid population.6 The subcommittee associated with the Medicaid Oversight Committee is required to develop a comprehensive, statewide information system related to health care quality, that is web-based, and integrated into a patient’s health record.7
