Medicaid/CHIP Data Requirements in Florida
The Department of Health, the Department of Children and Family Services, and the Agency for Persons with Disabilities may share confidential health information necessary to administer their programs.1 The Department of Health and the Agency for Health Care Administration must monitor the total Medicaid expenditures for services.2 The Agency for Health Care Administration must oversee the Medicaid program to prevent fraudulent and abusive behavior and neglect of recipients.3 The Department of Elderly Affairs is responsible for administering all Medicaid waivers and programs relating to elders.4
The Agency for Health Care Administration must develop a comprehensive, automated system to enable individuals and families to determine whether they are eligible for public health programs.5 The Agency for Health Care Administration must develop and implement a pilot project to integrate the determination of eligibility for public health care services with information and referral services.6
The Agency for Health Care Administration must establish the consumer-directed care program to enable individuals who are enrolled in Medicaid home and community-based waiver programs to access in-home and community-based care.7
Medicaid recipients must be enrolled in managed care plans.8 The Agency for Health Care Administration is responsible for: the ensuring the quality of Medicaid managed care plans; and compiling and publishing a databook consisting of a comprehensive set of utilization and spending data for the 3 most recent contract years for managed care plans.9
The Department of Children and Families is authorized to implement an experimental pilot to create a statewide initiative to provide for a more efficient and effective service delivery system that enhances quality of care and client outcomes in the Florida Medicaid program.10
Medicaid participating health care providers must permit government agencies to access all Medicaid-related information and records.11
Each health maintenance organization and prepaid health clinic must provide records and information to the Agency for Health Care Administration to identify potential coverage for claims filed with the agency for payment of medical services under the Medicaid program.12
The Florida Kidcare program includes the following program components: Medicaid; Medikids; the Florida Healthy Kids Corporation; employer-sponsored group health insurance plans; and the Children’s Medical Services network.13 The Children’s Medical Services program must develop quality of care and service integration standards and reporting requirements for health care providers who participate in the program.14
