Treatment Rights
Requires mental health and substance abuse programs to create written treatment plans for each client and grants clients the right to file a grievance. Grants clients the ability to access their own records unless access is contraindicated or access would result in the program breaching a promise to keep information from a third party confidential. Requires programs, when limiting rights due to contraindications, to document the limitation in the client’s clinical record.
