The director of health has the authority to create “quality and volume related standards…for specific tertiary health care services…where peer reviewed medical and health literature establishes significant relationships between desired quality related outcomes and volume of services provided.” The director may utilize standards from a “recognized national accrediting entit[y]” instead of creating their own.
