The director of health may examine the quality of health care services provided by Health Maintenance Organizations (HMOs) and their affiliated providers. HMOs must provide the director with access to their books and records and assist them in the examination.
HMOs must establish a quality assurance program to assess the quality of health care services provided to subscribers. The quality assurance program must, at minimum, include an assessment of health outcomes, review of services provided by physicians and other health care professionals, and collection of utilization and systematic data.
