This regulation requires that all personal information collected under the Maternal and Child Health and Crippled Children’s Programs are held confidentially. The regulation carves out a few exceptions where disclosure of information is permitted: 1) when in summary or statistical form without any identifying information; 2) when necessary to provide services to individual mothers or children.
The regulation applies to all state, municipal, private and voluntary agencies affiliated with the programs. The regulation further requires that agencies only divulge to other agencies that information necessary to achieve a specific purpose in administering these programs, and only after receiving assurance that the information will be held confidentially.
