Research and Data Initiatives
The purpose of the law is to allow the Commissioner of Health to collect data to monitor and improve the efficiency of health care in Minnesota. The Commissioner must collect data that allows population based monitoring and delineates trends in access, quality, utilization, and cost of health care in the state. The Commissioner should also use the collected data to set cost containment goals, conduct applied research, develop data collection procedures that allow for coordination among different organizations, improve health care efficiency, and publicly disseminate research on health care delivery, costs, quality, and outcomes. The data that is collected can include health outcomes data, patient’s functional status, and health status.
