The Commissioner of Social Services must create a pilot program for the purpose of “demonstrat[ing] the feasibility and cost effectiveness of delivering comprehensive health insurance coverage in a managed care setting to” dual Medicare and Medicaid eligible beneficiaries. A maximum of 500 dual eligible beneficiaries may volunteer to participate in the program. The Commissioner has discretion to offer medical assistance services not offered by Connecticut’s medical assistance program as a means of incentivizing participation.
