The Director of the Missouri Department of Health and Senior Services must implement a program that coordinates health care services, particularly in specific areas, such as rural and medically underserved locations. The law also establishes a Health Access Incentive Fund, which should be used as a financial incentive for physicians to locate where the need is the greatest. This fund may also be used to enhance payments to Medicaid participating providers.
