Requires the Board of Health and Welfare to establish rules for acceptance into a treatment program for alcoholism or substance use disorder. Identifies the minimum elements that these rules must address (e.g., a preference for treatment on a voluntary rather than involuntary basis, the creation of an individualized treatment plan for every patient, coordination of treatment services, etc.).
