Establishes procedural requirements for inpatient hospital services provided to Medicaid recipients (e.g., prior authorization, certificates of need, extended stay requests, etc.). Requires hospitals to develop an individual plan of care for each recipient and review this plan at least once every 60 days. Specifies the information that the plan of care must address (e.g., diagnoses, treatments, discharge plans, etc.).
