Establishes qualifications and responsibilities for home health agency directors— the licensed physician or registered nurse who supervises, coordinates, and directs patient care at a home health agency. Requires directors to assure that each patient receives an initial assessment and has a plan of care developed. Requires treatment plans to be revised by an attending physician as often as necessary, but no longer than every 60 days.
