Establishes standards for the skilled nursing facility governing bodies and administrators. Requires skilled nursing facility administrators to create written policies that establish the rights and responsibilities of facility patients/residents. Specifies the minimum rights and responsibilities that these policies must address (e.g., receipt of information regarding their medical condition, participation in treatment planning, confidentiality of their medical records, etc.). Requires administrators to establish policies for admissions and specifies the minimum elements that these policies must address (e.g., receipt of a physical exam within 48 hours of admission, etc.). Permits skilled nursing facilities to use restraints in accordance with specified standards and limitations (e.g., use permissible only upon physician’s written order, staff must check restraints every 30 minutes and keep records of these checks, etc.). Requires skilled nursing facilities to enter into a transfer agreement with at least one nearby health care provider or facility that offers diagnostic services and acute care. Requires this agreement to account for the exchange of information between providers and specifies the information that must accompany patients when they transfer to a new facility (e.g., provisional diagnosis, clinical condition, etc). Requires skilled nursing facilities to maintain incident-accident records that include information regarding the persons involved in the incident or accident, facts about the incident or accident, a description of any injuries, and if and when a physician was notified. Requires skilled nursing facilities to immediately notify physicians when about a patient injury or incident that significantly changes the patients condition so as to necessitate care or assessment. Requires physicians to file medical reports about incidents or accidents as specified by the Idaho Industrial Accident Board regulations. Requires skilled nursing facilities to immediately investigate the incident or accident and implement any necessary corrective measures.
