Establishment of a Statewide Perinatal Data System – N.Y. Pub. Health Law § 2500-h

The department may provide the regional perinatal center and affiliate hospitals with de-identified birth information obtained from affiliated hospitals for the purpose of supporting care quality. Such information must include zip codes and a unique identifier. The department must keep the birth information obtained from affiliated hospitals confidential, according to the provisions of §2805-m, and may only use the information for quality improvement purposes. The Commissioner may release information from the perinatal data system for quality reviews, monitoring, and quality improvement initiatives. Persons or entities that receive access to the information pursuant to a contract with the department may only use the information for the specified purposes and must otherwise keep the information confidential.
