Municipal health commissioners, district health officers, or their agents, must conduct “contract tracing,” according to the process established in § 2137, if necessary to protect the public health. Contract tracing entails notifying an individual that may have had contact with a person confirmed to have HIV of (1) “the nature of HIV;” (2) the means of HIV transmission, including prenatal and perinatal transmission, if relevant; (3) the means of limiting transmission; and (4) community resources for HIV testing, treatment, and counseling.
The identity of an HIV positive individual and their other potential contacts may not be disclosed while making a contract tracing notification.
Contact tracing notifications must occur in person unless it is not “reasonably” possible.
