Exchange of health information — Pilot — Advisory board, discretionary — Administrator's authority
The Administrator must design and implement a pilot health information exchange. Their duties will include (1) designing the “technical infrastructure,” standards, and oversight mechanism for health record banks; (2) implementing health record banks at chosen pilot locations; (3) including health care consumers in the design and implementation process; and (4) promoting and incentivizing the use of electronic medical records and the health information exchange.
The Administrator may create an advisory board and stakeholder committees to assist in the design and implementation of the health information exchange. The open public meetings act (42.30.110) will apply to any meetings conducted by an advisory board or stakeholder committee.
The Administer may partner with “public and private entities to develop and encourage the use of personal health records which are portable, interoperable, secure, and respectful of patients’ privacy.”
