VT. STAT. ANN. tit. 18 § 1905 - License requirements under the health law

All hospitals must comply with safety and sanitary standards, and provide adequate facilities and equipment. All admitted patients must be under the care of a physician licensed in Vermont.
A hospital must retain patient records for 10 years. Accounting records of all operating procedures must be complete and kept on a monthly basis, and complete financial statements must be compiled at least once a year and kept on file for 20 years. A hospital must file an annual report containing information specified by the licensing agency. All hospitals must submit to the licensing agency a plan for handling patient complaints. The plan must address the following:
· Designating a patient representative
· Method by which each patient is made aware of complaint procedure
· Appeals mechanism
· Time frame for complaint resolution
· Periodic reporting to licensing agency
