The Department of Public Health must contract “for the development of a state-wide health information technology plan” by November 30, 2007. The plan must include (1) “general standards and protocols for health information exchange;” (2) “electronic data standards;” and (3) health information exchange pilot projects. The electronic data standards must include provisions regarding privacy, security, and interstate interoperability. The contractor selected by the Department of Public Health with serve as Connecticut’s “lead health information exchange organization” from December 1, 2007 through June 30, 2009.
