“Federal health care reform under the public safety and welfare law”
The commissioner of health and human services must obtain approval for promulgating regulations or seeking waivers under the Patient Protection and Affordable Care Act from the joint health care reform oversight committee prior to the initiation of any rulemaking proceeding or waiver request.
