“Fundamental rights under the public health law”
Every person receiving treatment for mental illness:
Must not be deprived of any legal right to which all citizens are entitled;
May not be deemed incompetent to manage his affairs solely because of the patient’s admission to the mental health service system;
May not be discriminated against because of race, color, sex, religion, national origin, age, or disability;
Has the right to be free from abuse or neglect; and
Receive mental health services with dignity and respect.
