The health care cost containment council will actively encourage research and demonstrations to design and test improved methods of assessing provider quality, provider service effectiveness and efficiency. The council may authorize health services research contractors to access the council’s raw data files, and may require data source participation in research and demonstration projects when this is the only testing method the council determines is promising.
