The commissioner may conduct investigations into the operations of providers of services to the mentally disabled and may inspect such providers’ medical service and financial records to determine whether providers are complying with applicable requirements. The commissioner may conduct an inspection at any time, and at least once per year will do so without prior notice to the provider.
