The Commissioner must establish regulations for Accountable Care Organizations after consulting with providers, payers, and other interested stakeholders. These regulations must address the establishment of ACOs, the operation and evaluation of ACOs, and quality standards. Examples of such regulations include (1) quality assurance and grievance procedures; (2) quality and utilization performance standards; and (3) data submission requirements.
