These requirements apply to hospitals.
A patient or his or her designee must be given access to or a copy of their medical records, or both, in accordance with 103.22. Upon the death of a patient, a hospital must provide access to all the deceased patient's medical records to the decedent's executor or the next of kin responsible for disposition of the remains, upon request. A patient or his or her next of kin may be charged costs reasonably related to the costs of making a requested copy.
