“Responsibility to raise under the division of mental health and developmental services regulations”
The Department of Health and Human Services, area agency, or program employees must promptly make a complaint on behalf of an individual whenever they have reason to suspect that the individual was abused, neglected, exploitation or denied the right to exercise his rights.
