The Michigan Freedom of Information Act requires public bodies to provide access to all public records except for those specifically exempted from access by the statute. The access exemption includes (1) records and information protected by the physician-patient and psychologist-patient privileges; and (2) “[m]edical, counseling, or psychological facts or evaluations concerning an individual if the individual's identity would be revealed by a disclosure of those facts or evaluation, including protected health information….”
