Maryland medical assistance program, general under the health general law
 
The Secretary of Health and Mental Hygiene must administer Maryland’s Medicaid Program that must provide comprehensive medical and other health services for low-income individuals, eligible pregnant women, and families. Each managed care organization must have a quality assurance program that provides for an enrollee and provider grievance system, enrollee and provider satisfaction surveys, a consumer advisory board that receives regular input from enrollees, an annual advisory board report to be filed with the Secretary, and complies with quality, access, data and performance measurements. Managed care organizations must submit to the Department of Health and Mental Hygiene: service-specific data; utilization and outcome reports; and aggregate data that include the number of enrollees provided with substance abuse treatment services and the amount of money spent on substance abuse treatment.
 
Medicaid recipients have the right to choose a primary care provider at the time of enrollment into a managed care program and maintaining continuity of care with the primary care provider.
