The Health Care Commission must establish the Maryland Patient Centered Medical Home Program to efficiently deliver health care services and to be in the public interest. The Health Care Commission must adopt standards regarding primary care practitioners, managed care organizations, payments to encourage quality and care coordination, patient participation, and health care quality and performance measures.
