Medicaid services for families will be provided through a managed care system. Rhode Island defines “managed care” as a system that “integrate[s] an efficient financing mechanism with quality service delivery; provide[s] a "medical home" to assure appropriate care and deter unnecessary services; and place[s] emphasis on preventive and primary care.” Managed care enrollment is mandatory for persons that receive Medicaid with the exception of certain beneficiaries that have third-party medical coverage.
