This law states that patients are entitled to inspect and copy their own records unless the provider who maintains the records determines, with a physician’s advice, that the information requested would be detrimental to the requesting patient’s health or would cause harm to the patient or another person. If the provider is a state agency or institution, the law allows a patient to appeal the institution’s decision to withhold his/her records.
