Idaho Code Ann. § 56-209j, Substance Abuse Screening and Testing Programs

Requires the Department of Health and Welfare to implement a substance abuse screening program for temporary assistance applicants. Requires the Department to test an applicant that the Department has a reasonable suspicion to believe is at risk of substance abuse. Requires the Department to create rules for the program and specifies the minimum elements that such rules must address (e.g., the confidentiality of screening and testing results, notice to applicants about the required screening, creation of measures to assess the program’s success, etc.).
