Permits the Department of Health and Welfare to disclose or use health information when necessary to reduce or prevent a serious and imminent threat to a person or society’s health or safety. Limits disclosure to persons who have the ability to use the information to prevent or reduce the threat. Permits disclosures to help law enforcement apprehend an individual. Places limits on such disclosures.
