Defines ‘special rate’ as the daily reimbursement for a patient plus an add-on amount. Permits nursing facilities to apply for a special rate when a participant has an identified condition that will last for more than 30 days. Authorizes the Department to calculate the special rate on a patient-by-patient basis and establishes standards for making such calculation. Requires providers to account for special rates when reporting costs.
