Establishes penalties for ICF/ID providers that fail to file cost reports (e.g., rate reductions, payment suspension, etc.). Requires the Department of Health and Welfare, upon a provider’s loss of license or certification, to terminate payments to that provider and initiate an audit and settlement for the cost period.
