Makes information about individuals regulated by the Home Health Agencies regulations subject to Idaho’s “Use and Disclosure of Department Records” regulations (IDAPA 16.05.01). Requires the Department of Health and Welfare to comply with Idaho’s public records law. Prohibits disclosure of patient identifying information unless authorized by law or necessary during a licensure proceeding.
