“Investigation by the agency under the insurance law”
The Agency for Health Care Administration must promulgate rules imposing upon physicians and hospitals performing services for a health maintenance organization standards of care generally applicable to other physicians and hospitals. The agency must inspect a health maintenance organization to ensure that complies with accreditation standards or the standards of the review organization performing the external quality assurance assessment. The agency must have access to the health maintenance organization’s medical records of patients and records of employed and contracted physicians with the consent of the patient or by court order.
