“Inspection of records under the public health law”
The Department of Health may enter and inspect at any time a licensed facility providing mental health services to determine whether the facility is in compliance with the law. For purposes of monitoring and investigation, the Department of Health and the Agency for Health Care Administration must have access to the clinical records of any client of the facility.
