The health commissioner of a city or general health district must report all cases of inflammation of the eyes of a newborn or gonorrheal ophthalmia, and the result of such investigations. Each commissioner must determine the nature of the inflammation of the eyes in any case reported to him, and refer such individuals immediately to the Ohio commission for the blind.
