Confidentiality of medical information
 
Requires health insurance carriers to assure the confidentiality of medical information as a condition of issuing insurance in North Dakota. Classifies all medical information obtained about current or prospective insureds as confidential and requires carriers to adequately protect this confidentiality in compliance with state and federal laws. Specifies the circumstances in which carriers may disclose confidential information (e.g., the covered person consents in writing to disclosure, the disclosed information is deidentified and is disclosed for research or statistical purposes, etc.). Clarifies the disclosures that this section does not prohibit (e.g., disclosure for utilization review, disclosures for IRB approved biomedical research projects, disclosures as otherwise required by law, etc.).
