Complaint System 
 
Requires all HMOs to maintain an Insurance Commissioner approved complaint system as a means of addressing enrollee complaints. Requires HMOs to annually report to the Commissioner a description of their complaint system, the number of complaints received, and the number of malpractice claims settled by the HMO. Requires the Commissioner to maintain the confidentiality of these reports.
